Check these Deep Thoughts out. I can't take credit for these thoughts though. I did read these amazing thoughts in one of my morning devotionals.
I cannot remember where I read it for the life of me. But, if one really really really needs to know then just let me know and I guess you're going to put me to work so I can get where I got it from. :- ( But, I will do it.
Here goes. Check this out. It totally makes sense to me. Okay, one example is this. You're praying to God and He does answer your prayer right away. Personally, I don't think that happens often. At least if I look at it personally from my perspective, own experience. However, I don't know because everyone's different.
The second way is this. God might be telling you to wait. We see that because he is taking a very long time for your prayer to be answered. Oh, the prayer will get answered. It would just take a long time. In those instances, God is working on your patience.
Another thing He can do is this. He may not even answer the prayer the way you want him to. What is up with that? Is that what you may wonder?
If that happens. And, nothing happens at all. Then guess what? God just doesn't like it. As a matter of fact, he has another plan for you. As a matter (matter) of fact, this plan that God has in mind for you? It's pretty darn perfect!
There you have it folks. Possible Deep Thougts of the explanation to "what's going on in God's mind." If and why there is a hold up with the prayers you are offering up to God."
Do not be anxious about anything, but in everything by prayer and supplication with thanksgiving let your requests be made known to God
Do not be conformed to this world, but be transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect.
But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, self-control; against such things there is no law.
“I can do nothing on my own. As I hear, I judge, and my judgment is just, because I seek not my own will but the will of him who sent me
Rejoice in hope, be patient in tribulation, be constant in prayer.
And let us not grow weary of doing good, for in due season we will reap, if we do not give up.
But if we hope for what we do not see, we wait for it with patience.
Be still before the Lord and wait patiently for him; fret not yourself over the one who prospers in his way, over the man who carries out evil devices! Refrain from anger, and forsake wrath! Fret not yourself; it tends only to evil. For the evildoers shall be cut off, but those who wait for the Lord shall inherit the land
And this is the confidence that we have toward him, that if we ask anything according to his will he hears us. And if we know that he hears us in whatever we ask, we know that we have the requests that we have asked of him.
You ask and do not receive, because you ask wrongly, to spend it on your pleasures.

I think the bottom line is we really don't know what God is thinking. We can guess from his actions in the bible, but in the end, we just need to trust that we he does do is what's good for us. Sometimes it's just not that easy to accept.
